Preheat oven at 350F or 180C. Line a baking tray with parchment paper and keep it aside.
Take oats, flour and baking soda in a bowl. Mix well and keep it aside.
Melt butter or ghee. In a bowl mix melted ghee, sugar and milk into a smooth mixture.
Now add the oats mixture and raisins to the wet mixture.
Mix well with a spoon or hand. Form a dough.
Make 10-12 small bite size ball. Press a little within the middle with palm or fork.
Bake for 15 minutes or until golden brown.
Let it cool. Store in airtight container.
